here is my theory on how this works....
Its an open population. Once the first faction hits their "cap", they get a lock symbol. BUT no queue. They are still allowed in with no line up and just fill the other factions bars. Once they are all locked, then the line ups begin, starting with the faction with the most players.
Example only.
EP has 350 players = Lock Symbol, No queue
AD has only 200 players = 2 bars, EP can still have 150 more people enter.
DC as only 300. players = 3 bars EP can have 50 more people enter.
Once EP has filled the other bars, then the line up begins.
allowing EP to have 200 more players.
I just went into Vivec with all three factions poplocked and there was no queue, instantly got in.
Is there any official word on how this works or is it still hush hush?

I've always felt that 1 bar means 1 to 50 players for that faction. 2 bars means 51 to 100, 3 bars means 101 to 150, and locked means 151 to 200 with the queue starting at 200. I base this off of being able to get into Cyrodiil while seeing the lock symbol since forever. Usually at the beginning of prime time and at the end of prime time you will still see the lock but no queue, while in the heat of prime time there will actually be a queue.

Prove it please..... I've seen no evidence provided by the devs. Unless its posted somewhere I haven't seen.
It also hurts when they openly promote EP as the #1 faction in Pvp.
I can't find the video, but its the one where they name all the stats. Like how many mudcrabs have been killed since launch.
It clearly states that EP has the most players, and most kills in Pvp, but makes no mention of any other faction. I think this is bias.

Pay no attention to the most popular race or the fact that AD won the April PC/NA Vivec campaign...

In my estimation there should be a 4th bar for 151 to 200 with the lock icon only showing when a queue starts.
Pop needs to drastically be decreased with more servera the game simply cant handle very large scale PVP... Right now Vevic is TRASH!!!!!! ZoS should be absolutely ashamed of the performance of the game on Vevic it looks bad for the game and the franchise !
