Why did they do it anyway? Open One-Tamriel. Were there a lot of complaints?
Personally I don't care, since I'm not particularly invested in any of the Factions and I don't do PvP, but, still, I wonder why they did it in the first place?
You could still go to other faction sites later in the game though originally, yes?

And by that I don't mean some token that pops your character to a new alliance, I mean a whole DLC sized questline with an cloak and dagger (Or since this is ESO, "hood and dagger", perhaps?) spycraft flavor and a "faction loyalty called in question" plot, where you get to make a big choice in the middle - stay loyal to your alliance, or defect to greener pastures elsewhere... with the rest of the questline being different depending on your choice; either your character works to prove their innocence, find out who framed them and stop the -real- plot, or they quest to prepate their defection, dodge the agents sent to bring them in and grab a few juicy secrets on their way out...
Such a DLC would take paople all over tamriel, possibly reusing some old "once" regions with new mobs, as well as centered around a neutral region where spies and agents from all alliances can meet to spy hard (think cold war era vienna for example), some city-state or small region that never joined any of the alliances, perhaps in western skyrim, or a former imperial territory, or even a diplomatic location like a post-mainstroy idle of stirk... and it could revisit some old friends who work in the shadows, like raz and naryu...
And naturally there could be nifty titles depending on which way your character goes, like "[original faction] loyalist" or "[original faction] defector"...
There might even be a chance to introduce -new- factions this way, factions that cannot be picked from the start, but can only be defected to through this. Minor factions that do not start in a major stronghold in cyrodil, but only get a ill-secured (and thus raidable and even enemy-campable) outpost somewhere on the border... which also would not have any "base" locations for elder scrolls, only what they could conquer on their own... like "Imperial Rebels", empire legionaires turned renegarde, or "outlaws" that fight for themselves only, or whatever...
And there could plausibly be PvP drawbacks to defecting. Like, defectors having to re-earn their alliance rank, or gaining AP at half the usual rate for the first six months in their new alliance (as people won't trust a traitor right away). And of course they should give a bonus to AP rewards when taken down by their former comrades, because...
