Honour the Dead and Healing Ward have the same purpose. Pick one.
Lingering Ritual and Healing Springs have the same purpose. Pick one.
Repentance is, IMO, pretty crap. It's passable as a self-heal but in group play the fact it isn't always there for you makes it a no in my books: you're better off using the slot for something you can always use.
Blessing of Protection is a great skill, I'm surprised you picked every healing skill except this one. The armour and spell resistance boost always apply to yourself too so if nothing else it's a great emergency survivability buff to yourself.
If you're after group play I'd take Extended Ritual instead of Purifying Ritual, it lasts almost 2x longer at level 4 so overall you save more magicka.
Channelled Focus is nice, but be aware the magicka restore is very small: about enough to pay for the Focus itself but not much else.
I'd consider picking up Rite of Passage, it's a very powerful healing ability and costs much less Ultimate than Restoring Barrier. If your allies stay on the area they basically can't die for 4s (6s if you take Practiced Incantation), making it an awesome OH CRAP ability; especially when you're out of magicka.
Circle of Protection from Fighter's Guild is another nice ability, particularly since it costs stamina so it won't eat into your healing. The area is a bit small however.
Templar heals can crit, you'd probably want Prodigy from Light Armour if you're using Honour the Dead and/or Lingering Ritual.
It is rumoured that Equilibrium (Spell Symmetry) imposes a 95% healing received debuff on yourself on use, meaning you can't heal yourself after using it. If that is true then I don't think it is worth it.
