The last two times were not due to Zos with the most recent, this past month, was merely a router reset needed to be done by the service provider. More than just cycling the power.
There are many things it can be.
I have had my router reset by the service provider multiple times as well, still problems persist.
Many people keep saying they are having these issues, Some say they are having no issues, seems like a hardware incompatibility issue depending on what service provider and router you use, maybe? MMO's in the past have a back log of specific router fixes per providers, I havent seen one with ESO.
I don't have an issues playing in either pvp or pve or all the other people I see playing. I think it's on your end I know for you lot it's hard to admit your own system or connection is at fault but it's funny how many, many other people in the game don't have your issues.

I completely agree with you there. Before I came back to this I was Content playing ARK. I know its on Zenimax's end, You'd think with their E3 Boasting of 11 million players - 3 Mil More added since the end of last year they'd put some money into fixing it

Well thats an issue old as time itself and if this works for you it was bascially your fault: turn off ipv6 support in your router.
I play daily, both pve and pvp in primetime EU. I crash or get loading screens like once or twice a week. Now i have a dedicated gamingcomputer with a wireconnection. And i used this guide to clean windows 10 up for gaming:https://www.youtube.com/watch?v=DwiHog2leMM
