Add Elemental Effects to Impulse

I've always found it slightly uninspired that this skill never did anything unique like Wall of Elements or Destructive Touch. So I thought that maybe this could change:

IE:
Impulse
- Lightning Staff [Stuns] Concussed Enemies.
- Inferno Staff [Deals more damage] to Burning targets.
- Frost Staff applies [Immobilizes] to Chilled Enemies.

Elemental Ring (Target Location and Creates a Lingering damage zone.)
- Target Location, also Leaves a 6m AoE for 6s that deals [x] Shock damage per second
- Target Location also Leaves a 6m AoE for 6s that deals [x] Fire damage per second.
- Target Location, also Leaves a 6m AoE for 6s that deals [x] Frost damage per second.

Pulsar: (Adds additional effects)
- Deals 10% more damage per enemy hit, up to 50%.
- Inferno Staff applies Minor Mangle. (Or DoT?)
- Grants a [x] Damage Shield plus an additional 100% per enemy hit.

Would you rather see this skill stay the same, or would you want to see it have different effects per staff type?

    Changed Frost Staff effects (now that I know the status already applies Minor Maim). Maybe a Fire DoT for Flame Staff Pulsar instead of Minor Mangle?

    It's fine the way it is currently
    I would suggest this skill is intended to be different than WoE for starters. It has always been an instant skill. The only difference is Ring applied a DoT afterwards but was PBAoE instead of hitting the target.

    At that I would expect it has a chance to proc an elemental affect like any of the skills. Remember not all dStaff skills are guaranteed to proc an elemental affect.

    I always find it kinda sad how Impulse got nerfed so hard it literally has not been used after the 1 year of the game. It's been nerfed into Oblivion and beyond. Like they managed to nerf steel tornado sensibly without destroying it, it's still being used and it's still a good skill. No such luck for Impulse

    It's currently a waste on your resources. Too short range, meh damage, high cost, useless debuff (mangle) there's hardly anything redeeming about it.

    They should probably just scrap the skill altogether and create an entirely different one, if they can be bothered. They already took its functionality (good PBAoE) and put it on the Destro Ult anyways. Impulse is beyond saving. They redesigned Flames of Oblivion, Petrify, Assassin's Will etc. etc. They have history on this, they can do it again.
