Why does ESO use REDSHELL spyware to track our internet usage outside of the game?

Also that makes sense why I keep seeing advertisements for Summerset even though I have already purchased it and tied it to my account. Not sure which is more annoying, the advertisement when I open the game or the fact that I see advertisements all over my internets...
Could they at least add some variety to their advertisements, maybe just a picture of cute baby guar that pops up every once in a while?

While I do not know what Redshell is, admittedly, we all had to agree to the EULA which includes the "Consent to Monitor" clause. Are you surprised, honestly, that they would use a program toward this end?
