lol Same thing happens in Planetside 2 on the US West Coast server. During the night hours ALL the Chinese, Korean, and other Asian players log onto the server cause they don't have their own. There has been a number of people talking about some rather odd server issues in the last day or so. I doubt your lag had anything to do with the other players in the match.
I'm not surprised if people are using lag switchers, people do it all the time in LoL and Dota

There is no Japan server.
There isn't really a need for one either honestly. Internet connectivity here is generally pretty good, with a very high level of access to fiber connections, lag hasn't really been an issue playing ESO from Japan in general (for me and friends at least, I live in Japan).
In addition, the people in your screenshot are also complaining about the lag, so it wasn't just you/your team.
Roughly translated the conversation is:

Tama W: The lag is so bad...
Motsunabe: I can't chain enemies, enemies and teammates are teleporting all over the place...

Thanks Cantan. To the OP, there are quite a few Japanese players and guilds in the game. There is no Japanese server. There is only a NA server and an EU server.1 -

✭I think you got lucky. I never ever saw anyone speak any other language in group chat other than English. Seeing another language is unique, knowing that they are playing the same game as I am and enjoying it even though we have a language barrier is an encouraging thought. I watch Fortnight fail videos and even though I don't know what some of them are saying, we laugh about the same thing that happened and that's what I enjoy. A universal feeling not bound by anything.

I personally do not enjoy playing with players who do no speak the same language as myself but that does not happen frequently. I feel there is a lack of cohesion when this occurs. Strategy and communication are nonexistent. How would you feel when you cannot effectively communicate with other people? Frustrating is one word that comes to mind.
As for the lag concern, I believe that is an issue with ZOS because there are countless threads discussing lag and server instability.2 -
