Sounds like a simple problem with an easy solution. Just give the Coldharbor beginners equal starting skill points to those who started in a chapter.

they havnt been able to solve that for pre chapter characters
Could have been a third option:
3. Choose starting in Cold Harbour (recommended for beginners),
Then when want to start Morrowind (DLC content), you can choose to begin in the start for it,
Then when want to start Summerset (Expansion content), you can choose to begin in the start for it.
So you can have all three starts....

I just imagine a new player having to decide where to start, without actually understanding anything about what's going on. I think maybe it's better to not overwhelm new player with choices before they have any idea of what they're doing. It's not like you're missing out on very much by starting in one chapter over another.
As an established player, you can simply skip the tutorial and port to wherever you would like to start the story from.

One simple way to do this would be to include the option in the 'skip tutorial' dialogue box. When you make your first character you are not offered that choice, you have to go through the tutorial, so for newbies it's easy - they make their character, get dropped into the latest expansion and go where the game tells them. Well, it's easy at first, I've seen a lot more posts from new players who are confused about how to start the main story or just generally where to go and what to do since Morrowind was released than before. Maybe there's just more newbies in general, but the impressive I've gotten is that the current format is confusing.
But anyway, on your 2nd character and any you make after that you're then offered a choice, just like you are now. But instead of simply play the tutorial or skip it you get 4 options:
- Skip tutorial (starts you in the current default location, which I assume is Summerset)
- Start in Coldharbour
- Start in Morrowind
- Start in Summerset
And of course the list could be expanded as more expansions are released.
I know it seems like a minor thing for people who don't care about role-playing or having a coherent story because you can just fast travel to the starting point for the bit you want to do first, but there are players who care about the story too. It makes absolutely no sense that my breton warden would leave Daggerfall, travel to Morrowind, get captured by slavers, escape and then immediately go all the way back to Daggerfall...but that's the only choice I had. Of course I could pretend that never happened but I hate doing that, if I have to act like part of the game didn't happen to get a coherent story then that's bad writing somewhere along the line and whether it's me or the developer doing it it's not something I'm comfortable with.

I think that is a tough thing for Zenimaz right now but I do want to agree with you.
On one side; Normally Elder Scroll games will only give you the base game introduction but once that is said and done you have the rest of the game including expansions.
In Skyrim you didn't start in Solstheim when you got the Dragonborn expansion. You still start in Skyrim if you make a new character but you have the option to go check out Solstheim if you want to.
Just because you had Shivering Isle for Oblivion doesn't mean you started there and worked your way backwards to Cyrodil.
That being said as a B2P MMO, ESO is reliant on attracting people with DLCs and Chapter expansions. So they start them in those areas to offer the best of what they have offer. Seeing as how the Expansions and DLCs are of better quality than many areas of the base game.

I presented both sides fairly.
Just like the option you chose said; You don't think of it as an inconvenience since you can drop the chapter if you want to start with Coldharbor.
You don't see an inconvenience and don't think it is enough of a problem for developers to invest time and money into.
Is that an unfair take on your perspective?
