I have all parts of it but I don't have the quest in my journal.
When I try to pick the quest up (on the billboard) there is no quest giver.
I don't have Zanon to talk to at the workshop either and I'm a bit lost right now. Any ideas?

✭You should've started the quest first (and finish the first part), then gather the rest. I think the only solution for you now is destroy the parts and start properly again. There is a topic about it somewhere on the forum.
EDIT: I'm not 100% sure about above, but maybe try to destroy 1 part first and see what happens.
