Increasing the scroll points made one part of that cycle worse (losing more points when unable to protect scrolls) but the cycle happens anyway. Reversing the change will help somewhat, but won't actually stop the cycle or bring back players en masse to Cyrodiil.

That's easy.
PVP has lost a ton of players thanks to months and months of poor performance. That means Cyrodiil has a relatively low population even at peak, so the time zones with less players are able to become very imbalanced and the campaigns have less of a buffer to counter the inevitable switching to the winning side.
In other words, PVP has a low pop thanks to ZOS' neglect and inability to fix persistent issues, which feeds into all the other campaign balance problems. If we had more players in Cyrodiil because performance allowed it, we'd have more players active in low pop time zones and a buffer against faction swapping to the winning side.
Problem is, there's nothing we players can do to fix the technical problems that drive players away from PVP. Only ZOS can do that.
