@redspecter23 What are your sources that say it wasn't designed to be included? Do you know for a fact that it wasn't designed, maybe it was being worked on and was scrapped to save time.

It's never completely off the table of course, but the water we have now isn't set up for exploring in 3 dimensions. We can't dive. If you even see the bottom of the water areas, they are empty and devoid of anything to interact with. There was definitely no intention of having any 3 dimensional interaction with bodies of water. I'm not saying it would never happen. I'm just saying that it was highly unlikely to be part of their plan from the start. They would have to go back and add 3 dimensional elements to many water areas to give us a point to even being there. No points of interest, no nodes, no chests, no caves. It's just large areas of nothing currently.
