Have you played any games with underwater combat? Its slow, underwhelming, and just plain awful. Wow had an entire zone added for underwater combat that noone even plays or sets foot (or fin) in anymore. GW2 it was vomit inducing from all the dizziness. I would rather they place their dev resources in other areas of the game personally.
Also, with the engine they built the game on there are limitations and they cant really add it without some SERIOUS flaws. The question would then become, how worth it is it to add it if it takes years to build and overcome those issues?

the underwater areas in gw2 are pretty cool tough... and the 3d space requires a lot more attention to movement
Hey folks, pretty much what the title says. I'd love to see underwater areas, both indoors and outdoors, caves, delves and such in 2018.
Imho there's a ton of room and potential for new explorations, secrets, treasures, new collectibles and such in this feature that ESO as one of very very few MMOs does NOT have.
It would be great if you guys at ZOS @ZOS_GinaBruno would rework or upgrade your engine so that we could have this. Just think of the possibilities! (+argonian racial use)
