it was working for me, so it should be working. BUT it seems that from time to time quest NPCs in Vvardenfell do not show right away. to get them to reappear you have to make the game load the area anew like jumping back and forth between wayshrines or something like that. at least this is how it worked for me.

Worked fine for me, I've finished it now. After using the potion she just stood there and laughed as the cats showed up and the quest progressed as normal. But yeah try /reloadui

More than 2 years later, and I can confirm this bug has NOT been fixed.

I'm off doing other quests in the hope that something will reset and I'll eventually be able to return to this quest, but despite claims I have seen, this bug STILL exists.
