In a quest, i do not remember which, talks about the kingdom of water or the sea. So i hope that the next expansion will be inside the water, then use every existing lake within the game world, new skills and new mounts to be used in the water. Something similar was done in the Rift game, and it was not bad at all.
Also i hope in a normal operations, with 5 bosses and large size of map.
WoW had an entire zone that was underwater. It was atrocious. Also, I'd find water combat to be weird to do in a game that has so many ground based attacks.

As far as I am aware, ESO takes place not even 1000 years before Skyrim. More like 900 something.

Im pretty sure the next story dlc zone (not chapter) is gonna be the Balfiera Isle. Last year ZOS story content were focused on the dunmers and the Tribunals. My speculation is that this year we're going to get another dlc focused on the high elves and another tower, the Direnni Tower. They hinted it when you finish the Direnni Acropolis quest, if you freed Lauriel she will be sighted flying towards Balfiera Isle. This quedt might be similiar to the Balmora quest of Morrowind. Wether you burnt her body or not she will make an appearance on Balfiera Isle.
