I don't do dungeons so I cannot comment on those issues, but I have definitely done research since the Summerset release and many others have because of jewelry research. If there was a major bug preventing research it would be all over the forums. I also do not have any issue with the game recognizing when I am out of combat (in PVE overland content).
I have had a bunch of issues with some add-ons though. Even a few that were updated have issues. If you are not using add-ons or have already tried that, then I am at a loss as to what is going on.
EDIT: I do agree that communication can be lacking. A simple "Known Issues" sticky at the top of the forums would be great. Even better if they would put updates on those known issues. They have done this in the past but it is infrequent.

You got to constantly jump around, weapon swap, unsheathe your weapon, etc. to get it to go away... none of which I think actually works, its just timing.

^ This, particularly if you're using Frost Cloak with Guardian Ultimate. Have you tried trying this without having Cloak activated? I think recasting at the end of battle might also help, not sure about that thought. Luckily, overland content will not need Frost Cloak for the vast majority of content if you're a tank and you probably will not be slotting Guardian during dungeons (vet content at least). Try those option and see if they help alleviate the problem.
Hmmm, apparently the culprit might be your blue betty netch:

I use the netch a lot, so that might be it. How do I solve this problem though? I use a lot of magicka on my Warden, and I need the Major Sorcery buff that I get from it. I couldn't see myself playing without it.
There's a bug in Banished Cells 2 that doesn't allow you to attack the daedra that wait for you at the door after killing the giant Daedroth. This bug has been there for over a year. I noticed it on February of last year and I started playing the month before so maybe it's been there longer.

I came from WoW as well but I do still play it sometimes. No game is going to be bug free and it can take time for them to get to all of them. In WoW there is a Hunter bug that popped up at the beginning of Legion that is still there, for example. As for the stuck in combat bug, OMG WoW is still suffering from that. I can't count the number of times I had to run literally half way across a zone to get out of combat, even reloading didn't work. One time I F4'd the game and when I fired it back up and relogged I was STILL in combat! I've run entire raids stuck in combat. My last ICC run two days ago for that stupid invisible horse was a trial in patience as half the boss encounters glitched out. And they recently very badly scaled the old world and leveling now is a bloody nightmare as everything is overtuned.
Here's the thing, no game is going to be bug free. Sometimes there is a reason for the 'bug', something that is causing it and you can either find a work-around or keep reporting it, with the cause if you figured it out, and they'll get to it as soon as they can. What you have to decide is which game is the most enjoyable to you despite the bugs. For me it's this one. The visuals are great, the quests are interesting, the story is interesting, the classes are fun to play. The powers at ZOS may not be perfect but they don't treat you like they'd rather you'd just go away the way they do now at blizzard. For WoW, it's all about what you can't do, what you can't have, what they're going to take away next. Here, nah, it's all about what can we give the players next.
1. your combat glitch seems rare. I run with groups most of the time, raids, dungeons and all. I cannot recall ever having to wait 30 seconds, even 5 seconds to get out of combat to go through a door in an instance. I have had to swap weapon bars but I do not find that rare occasion to aggravating.
2. That is an old bug. Have not experienced it in 3 years. Have you reported it?
3. Sounds like you just do not have enough time. Random GF gives me credit the second the dungeon is cleared. Ofc turning in the pledge is quick as well.
4.It does seem more detail is needed on this one. I guarantee a great many are successfully doing research this week with jewelry crafting released. I have had no issues researching on multiple characters.
It does seem that the issues you are experiencing are local to you which are also odd things to happen with the exception of many #2. Certainly can understand the frustration. Have you reported any of these via bug report? This thread is great for conversation but does not serve as reporting them to Zos as bugs.
I came to ESO from a long history of MMORPGs, I started playing WoW two weeks after the release, and Guild Wars right at the release. I tried out most of the other MMO's (Conan, Lotro, Warhammer online, Star Wars, etc) when they came out, but I stuck to WoW and GW. It was first with the release of Morrowind that I tried out Elder Scrolls Online, and I was hooked. I enjoyed this game so much that I unsubscribed my WoW account, something that I hadn't done since I first started playing it. I normally play one MMO and then single player games on the side, and I've been completely taken by ESO since I started it, and it's been my go-to MMO.
I'm very accepting when it comes to flaws in games, and some of my favorite games are far from perfect. I don't complain about graphics, I rarely complain about the story, nor do I complain about the gameplay. If a game interests me enough, I'm willing to accept these flaws (Shoutout to Arcanum). I've found one major flaw with ESO, something that normally haven't bothered me, and that is the bugs and glitches that the game suffer from.
I don't know if I've been spoiled by mainly playing WoW and GW, but I've never ever had so much frustration with bugs, as that I've had with ESO. Now I'll give you some examples.
1. The most frustrating glitch in the game for me right now, and the one I can't seem to avoid, is the in-combat glitch. I have to spend 30 seconds waiting before I can enter doors in dungeons, and playing as a tank that prefers to have a smooth and fast run, that is infuriating. When I'm out in the world, I'm clearing a group of mobs that are guarding a chest, I can't loot the chest after I've made sure to kill everyone, and checking that I'm 'hidden'. Before this bug goes away, someone else comes and loots the chest in front of me. This happens to me with chests, crafting nodes, and everything else that I can possible interact with. My friend who I quest with has to wait around 20 seconds for me to be able to talk to interact with a quest giver.
2. I've been unable to complete wayrest sewers II on one of my characters, as the first door won't open. I've read up on it and it seems the NPC gets stuck and can't interact with the NPCs at the door. This hasn't happened only once to me, this has happened several times on different characters.
3. I have had to give up on the daily dungeon reward a few days now, because I have limited time on certain days, and I don't have the time to complete 2-4 dungeons on every character, for it to register that I've completed my daily dungeon.
4. I've been unable to research the last couple of days, and it's very frustrating.
Now I do understand that #3 and #4 seems to have came with summerset, and when you release something that major, it tends to make the game a bit unstable for a couple of weeks. My problem is that there are already what I consider game breaking bugs(defined as in a bug that makes me not want to play the game), as can be seen in #1, and that it doesn't seem like the developers are in contact with the playerbase when it concerns these problems. I play games to enjoy the experience, and when that enjoyment gets replaced by frustration, then I'm not going to play that game.
TLDR : I find ESO amazing, and I cancelled my subscription to WoW (had been subscribed since the start) when I took up ESO after the Morrowind release. The bugs and glitches are starting to cause more frustration, than I get pleasure out of playing this game. There seems to be a lack of contact between the developers and the playerbase when it comes to these problems. They either don't get solved, or it takes too long.

ur problems i encounter them rarely. I could say that it's 3% problem in the game. Really for all the reasons i would leave the game, these yours are between the last.

1. The person I'm playing with doesn't have this problem, she's playing a DPS/Healer Sorcerer. I'm having this bug all of the time, and sometimes it lasts up to half a minute. I'm playing a Warden Tank/Healer.
2. I did, it has happened to me three times since Summerset.
3. This seems to be a bug that came with summerset. There are several threads about it, and as I mentioned, I get 'activity completed in' 2-4 different dungeons, and it still doesn't register as completing the dungeon for the random bonus reward nor experience.

I can understand #3 and #4 as they seem to be have been introduced with summerset. The #1 I've suffered from since Morrowind release, and the second one seems to be very old as well.
They often don't respond to many of these bug reports, and if they do they'll say something like "This will be fixed on the next update for PC/MAC.". What does this mean? How long are we going wait for this update? Am I going to have to do x4 dungeons on every character before I get the reward? Many of these 'updates' don't seem to have solved the problem as can be seen with many old and still occuring bugs.
There is a lack of communication with the playerbase, it's not quickly enough updated nor solved, and there are too many issues.

Zos has responded to each and every bug report I have filed. Of course that response is that they have passed it on to the devs since a bug is not something they can help you with directly, but they respond.
Unless you are meaning a thread like this is a bug report, which it is not. Bug reports are filed in game in case that is not clear.
You can also find more information on what has their attention in the dev tracker but that can take some time to sort through.
In the event there is something here that Zos can help you with directly I will tag @ZOS_GinaBruno and @ZOS_JessicaFolsom

It's in General because it's not just one singular bug, it's the state of the game. I am struggling with so many issues that don't work properly in the game, that it's reaching a point where I get more frustrated with the game, than enjoy playing it. It's an amazing game in many areas, but it's still a game, and if I don't get enjoyment from it, then I'm concidering not playing it.
