Are you sure your non-AOE heals are actually targeted? It seems like all of the non-AOE heals I've seen say "..a nearby injured player..", indicating they will heal someone who is close to you and injured, but you don't actually get to pick who.
I know I have often healed a random passer-by instead of a nearby party member. I certainly would prefer to heal party members over the guy that ran up to steal the chest while I fight what's guarding it...

It's infuriating to not be able to specifically target a particular person. Instead I've just been using my ground aimed AOE heal to heal my husband & mash my two-ally heal until it targets him.
We should at least have a heal or two that I can use to specifically target a person.
