Dumb Question - Does "Note that any Rings or Necklaces obtained before Update 18 cannot be deconstructed" mean " obtained by any player"?

Can NOT be Deconstructed: - In inventory or bank of character, whether bound or unbound
- Purchased from Guild Store except newly rewarded to seller (I assume you will be able to tell??)
- Purchased or traded from other player except newly rewarded to seller (I assume you will be able to tell??)
