For 1500 Crowns you get 1 extra outfit slot for 1 CHARACTER. Max is 10, but if you buy all 10 on Character 1, then you cannot buy any for Character 2.
For something this absurdly expensive and currently nonsensical I propose with the next PTS patch (Or live idc) for those tokens to be account-wide. If not, make it abundantly clear that it's NOT account-wide and you can only but 10 PER ACCOUNT, NOT CHARACTER.... and reduce cost.

Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.

Anthony_Arndt✭✭✭Max 10 per account? What the heck is that bloody nonsense? ESO has the best outfit system of any MMO I've ever played. And in most MMOs I'm usually running 4-8 outfits per character.
If ESO's outfit slot unlocks were reasonably priced, I'd buy 14 account-wide unlocks today. (7 for NA and 7 for EU.)
Of course by "reasonably priced" I mean maximum 150 for a single-character unlock or maximum 500 for an account-wide unlock. Which would still make them one of the more expensive MMOs on the market, (Still more expensive than EA's SWTOR), but at least not so expensive that I wouldn't buy it.
