Where are all the people (NPCs)?

Been playing Summerset for a few weeks now and I have seen an increase in NPCs wandering about the towns, but there's still not enough people/NPCs in these towns to populate or keep it running.
The towns feel empty.

GiantFruitFly✭✭✭I've felt the same way. Summerset has the population appearance of a colony instead of a guarded Homeland. As mentioned, the amount of NPCs relative to the scale of the cities is low. Compared to changing the map and adding in more buildings, adding more NPCs should be easier. Summerset itself also has few actual villages and population centers apart from the villages. I think it makes the zone feel more like a colony and desolate.2 -
