I wasn't suggesting sorcs had an advantage, just the idea of a third utility bar for things like rapids, siege shields, etc.
On console it could be toggled on by the down arrow on the keypad if person view was moved to options menu.

Why would another bar be accessed in any other way than the current bar swap button?
