Cost Reduction glyphs not working as intended

With the newest PTS patch the cost reduction glyphs both magicka and stamina aren't working as intended. I'm not sure if its the same case in live or not but they aren't reducing the skill costs as much as they should be according to the tooltip on the enchant itself and after applied to an infused jewelry piece.
Without any cost reduction:
With golden cp160 cost reduction:
Should be reduced by 203
With infused golden cp160 ring and enchant cost reduction:
Should be reduced by 324
ZOS, pls fix.

Absolute cost reduction is applied before percentual multipliers from e.g. medium armour.
