Launcher continues to restart finished ESO download

I have pre-purchased the standard digital edition online however the launcher continues to restart the download even after it has completed.

I am on my third try now...

Anyone else experiencing this issue?

I apologize, I should have mentioned how I troubleshooted the issue.

What I did was change AUTO UPDATE from ALWAYS to AFTER START UP

This option can be found under GAME OPTIONS > SETTINGS within the ESO LAUNCHER.

This was the only solution that seemed to work for me as I honestly tried every possible solution I could have thought of.
