Sadly, my year old PC only has i5-6600 @ 3.3ghz and a 1070ti....but atleast I know I can come somewhat close.

You need Decent CPU OC to at least 4.5 ghz to have stable FPS
And for the Graphics you need GTX 1080 /1080ti ( Must be Nvidia card cuz of the Nvidia Shaders are not supported by AMD) this is for 4k / Ultra setup with 60fps +
My personal RIG is with i7740x @ 4.9GHZ / 1080ti / 16gb 3000MHZ DDR4 Ram
And no you don't need any mods , just the integrated addon in the Nvidia Gforce Experience panel from which u can tweak a various number of settings about most of the games.

how much fps hit do you get? it seems my fps drops by about 8-10

Shaders are 100% done by your GFX, you should be able to play 4K (either with DSR or native) + Nvidia Freestyle and dont have a single less FPS from what you get right now :P.
And just as mentioned in the PTS Forums by a dev, put the water reflections on Low, it uses A LOT of CPU time.

You just need ReShade, use a profile that already looks close to what you want and adjust it a bit.
Use Votans Advanced Settings to get some extra nice stuff and enjoy (you do need a nice graphics card to keep up with all the shader effects tho).
Been playing like this for months now, it's really amazing.
Edit: ESO doesn't show as compatible in Nvidia Freestyle for me, that's why I suggested ReShade. If the Nvidia filters work for you, than it should be even easier than using ReShade.

ESO is compatible. It is listed under T for The Elder Scrolls.
