Hung submitting ticket

I wanted to submit a ticket about infinite load screens (and a very slow relog) teleporting to the Morwha's Bounty wayshrine in Alik'r.
I clicked Submit 7 minutes ago and it still says Submitting Ticket. I just noticed that escape aborts, but I tried submitting again and it's still spinning endlessly.

Mudcrabber✭✭✭✭I'm got it again tonight. Infinite load screen teleporting between wayshrines in the same zone. Same kind of quest even (closing time breaches). Killed and restarted ESO. Relogging took a long time. And submitting a ticket hangs again now. But latency's a nice 100ms. It seems to me like a server involved in all 3, but not involved in regular gameplay, stops responding.
Edit: I found another clue. If I teleport to a different zone after canceling the submission, the ticket goes through.Edited by Mudcrabber on April 29, 2018 7:10AM0
