Was having terrible latency and fps recently latency regular in 500 - 600 and fps down from 90-100 to 5-10 fps.
Was memory leak which I fixed by amending Ndu - Start from 2 to 4 now memory running at 60% playing ESO was running at 97-99% Have had no problems playing since making the amendment.

This sounds exactly like me. Can you please explain what "Ndu - start 2 to 4" actually means?
After searching the web, I found that users of Windows 7 and 8.1 have experienced similar problems in the past and in most cases this appears to be a memory management leak problem related to the 'ndu' (Windows Network Data Usage Monitor). Amending the registry solved the problem by changing a setting (Start value) to 4 which disabled some part of the ndu.
Count yourself lucky. I get a variable 300-380 on a good day from middle of know where queensland. Ive attempted most stuff and weaving and pvp were the main problems. So to overcome I dont do much weaving and no PVP at all.
