Is this a cultural thing I haven't heard about before? And it's not just male NPCs: the Mother of Rats has it as well. Weird mutation

One was the Mother of Rats and she's a female Altmer. The other one I noticed was a male Bosmer in the murder investigation quest. Both in dialogue cut-scenes.
