Content Write Error - Cannot download PTS

Now, on to the real reason I came here to post. I'm having similar issues. "Content write failed". "HTTP" something or other at times.
Gigabit Google fiber. Plenty of space on the hard drive. Left on overnight, it kept re-downloading. Thankfully, I'm not capped. Will update if it ends up working out.

Sounds like you need to have a conversation with your ISP or check your network settings.
UPDATE: Retried the REPAIR option again after restarting the PC.
RESULT: Verified went to 100% then started to download 59+ GB of information, as if I never downloaded the PTS at all.0 -

I thought that too but I uninstalled the game and reinstalled it in under an hour. So in seaching through all of the internet for a cure I ran upon a person that lives in the US but is trapped downloading from the EU server, a quick check of the IP indicates I have the opposite problem. They are right, you are wrong, you're being a jerk. Do you even know what a beta is?? Blaming Gina who I'm pretty sure isn't the one writing the code...I bit my tongue for about 2 pages, but I'm old and cranky now, so hell with it.
Yeah redownloading sucks... yeah there might be issues... BETA.

I have already uninstalled it on one machine. The other is still re-downloading the whole PTS again as part of the "REPAIR" process. This is dumb, to say the least.0 -

I've been trying to download the PTS for 3 days. I'm giving up unless there is some feedback that they've fixed something. I've gotten both the content write error and the webrequest error. I've left it to download overnight twice and still I've not gotten past 24%. I did get past the content write error by deleting all of the partial files in
C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online PTS\depot\patchdata.depot
That got me past the content write error. Hope that helps some of you.

I think you're confusing MB/s and Mbps.
860MB/s (Megabytes) is actually 6.8Gigabis per second and unless you're a networking guy at a big ISP with your laptop plugged into a core switch... I honestly cant think of any hardware you could use for that :P
maybe you mean you usually get 860Mbps (Megabits per second) note the smaller 'b'. which works out to be 107MB/s

You can uninstall PTS from launcher. With PTS selected pause the download, then use game settings (small .cog image) and select uninstall. I did unistall like that earlier today now waiting for re-download again (leaving it try to DL over night).

I just checked my email for the first time in a few days, as I do not often get any emails from anyone, but I saw that I received a series of emails from my ISP. The first one tells me that I have reached 75% of my data allowance for the month. The second one tells me I have reached 95% of my data allowance. The third, fourth and fifth emails inform me that I have exceeded my data allowance for the month and that I should pay an extra $15/month for unlimited data, or I will have to pay $10 for each 50 GB chunk of data over my allowance...
So, I didn't realize that every time I was getting the content write error (when I started trying to download the PTS almost 2 days ago as of this time), that the download was entirely resetting when I retried the download. I wasn't paying close attention to it, and assumed it would just verify the files that had obviously been downloaded, that were obviously sitting in the PTS folder in my steam apps. I was retrying this at night before bed, and during the day before leaving my apartment to do other things. I thought this was verifying the files and re-downloading corrupted data files, not re-downloading the entire game engine while the original download was still sitting in the root folder! I've used 28% over my data cap, and as of this moment I owe an extra $25 and we are still over a week away from the end of the current cycle!
Is ZOS in collusion with various ISP's in a conspiracy to have customers charged for data overages? Or do all these ISP's just hate ESO and are interfering with the PTS to sabotage ZOS?

Even the normal game does not show an 'uninstall' option except through the steam library interface.0
