So I took the boat to Summerset, got to Shimmerene and no Razum-Dar! Can't do the quest! No one seems to know where he is.

✭✭✭✭It's a bit buggy (this is the whole point of the PTS, no? To test for these things).
What you should do is head to Shimmerene wayshrine, and abandon the Queens Decree quest. Then the questgiver will run up to you and you'll get a quest marker taking you to Raz.GM - Ghost Sea Trading Co - NA PC

✭✭✭✭Picking up the intro quest via Collections menu will not let you fulfill the ‘travel to Summerset’ objective. However, you can abandon that quest and go to Raz’s spawn point and grab it from right there instead.0
