Should 2H be better against groups and DW against single target?

While reading the comments for Update 4.0.0 I came across that suggestion. What do you think? If they really let the heavy and light attack nerf for 2H go live, could this be a good compensation for the loss in DPS we receive?

I would kinda like to see 2H becoming the better melee weapon for fighting groups, while DW becomes the better weapon for single-target DPS. They could buff our "Forceful" Passive, so we can hit up to 8 enemys with 80% or even 100% of the damage inflicted on the main target (right now it's only 3 targets we can hit with 50% of the damage done). "Reverse Slice" could also be made into something that hits harder for every enemy around you - like 5% - so while you have 7 enemys around ya, you hit them with 100% of the inflicted damage.

    No. 2h is meant to be more single target and dw more aoe if you haven't noticed the skill called steel tornado. And 2h used to be very exclusively single target other than carve until people wanted something like steel tornado which is why reverse slice is a thing.

    Lul no. A weapon dedicated to aoe is a uesless weapon. Boss fights are single target. They both should have good ST.

    2h is a pvp weapon and should stay as it is. maybe some skill twerking, but not towards more dps in pve.

    This. They don't need to be exactly equal but they both need tools for various situations and should not be pidgeonholed into only being useful for one type of encounter.

    2handed and dual wield both have almost an equal amount of aoe and single target but 2 handed has a few more aoe things like the passive "Forceful: Your Light and Heavy Attacks damage up to 3 other nearby enemies for 50% of the damage inflicted to the primary target." and carve as well as reverse slice while dual wield has blade cloak and whirlwind as aoe cause the dagger throw is not an aoe really but more a line of sight attack.

    But in my opinion they should be left alone.

    Why?

    Dw being better for pve is more of a design flaw than an intention of the devs.

    Stamina "classes" are basically the weapons. Like 2h/bow is a stamina class and DW/bow is a stamina class. So what you are saying is basically the same as, "don't bother buffing magTemplar because magNB is the PvE class. Just play that."

    Realistically, yes 2h should be better at aoe.

    In eso however the roles are switched. Dual wield has aoe with rend, steel tornado, and shrouded daggers, and otherwise focuses on damage over time.

    2h should be better for single target, but falls behind due to a lack of damage over time sources.

    In my opinion, we need these changes:

    -cleave: should deal more up front damage.
    -uppercut: should be made an instant attack spammable for weaving.
    -charge: should deal heavy damage over time to the target, with the damage amount increasing of you're already close to the enemy (so as a long range gap closer it does low damage, but if you use it in melee range it does heavy damage)
    -rally: should be moved to the fighters guild skill line, possibly replacing circle of protection. It should be replaced with another stackable single target dot attack.

    This would give 2h access to three damage over time effects (rally replacement, charge, and cleave) and a weave attack.

    Since weapon has one of the most prominent effects on both aesthetic and playstyle, they should be equally balanced at all content types (goes for all weapons really) so people can play what they want without having to feel ostracized in one area.

    The idea that "this weapon should be for this type of content!" is dumb, because then everyone just uses that type of weapon.

    I don't think splitting the two melee lines cleanly down "AoE vs Single Target" lines is very interesting or healthy. Currently they both do single target and AoE damage differently and I think that's a lot more compelling (even if it needs significant adjustment in places).

    If all enemies were standing within a neat 5 meter radius, it's already theoretically better with AOE DPS. It's cheaper and easier to keep up the damage. But VO makes steel tornado spam possible.

    Last night there was still a 13% gap between 2H and DW in single target DPS when I tested it.

    Yep because the missing set piece was never what was holding 2hander back. And then to go with that change ZoS decided to nerf 2handers LA damage.
