Ha! That's a picture of my Magblade from many moons moons ago. Check those daggers! Back when DW magicka builds were a thing ... :'(
Sadly you wouldn't be able to get this look now because the chest piece was removed from the game a while back. Best you could do would probably be the Dark Seducer costume.1 -

From memory as her gear has changed more than once since that pic was taken ...
Chest is the now unobtainable Encasement of Anguish, shoulders Daedric light, legs Daedric light, hands Breton light, waist Breton light, feet ... can't see them in the pic but I think Breton light.1 -

You can get a similar look from the Dark Seducer costume (earned via achievement from..... leveling? main quest progression?)
Somewhat uglier shoulders/etc, though.
