If you currently have the PTS installed, you have a much better chance of getting an invite. Its not a gurantee, it just increases your chances. If you think about it, you will understand why.
As for any invitations in the past, those don't count. You need to get an invitation for this event. Now, if you got an invite last year, you will probably get one this year, but you still need to use this years invite, not last years. And, if it's closed, you will be under, or more than likely under, an NDA

Thats not really useful. I read the new article zenimax posted before typing this post for the reason its closed beta and for the reason of me not knowing if I recieved invite before.
PS: Based on if PTS is installed or not is stupid. I always uninstall pts after patch goes live just simply because I dont have the space for having PTS on my 1TB laptop full of movies and other heavy games like ARK. I planned to install PTS back purely for going to test in Summerset after the announcement when its gonna happen.

And 1TB? Drives are cheap, you might consider an upgrade.

According to the article, if you participated last year, you won't need a new invite:
"Invites will be sent to a large group of new PTS testers, but if you participated in the ESO: Morrowind PTS beta last year, you'll be able to log into the Summerset PTS from the ESO launcher yourself, no invite required! Just don't forget to enable “Show Public Test Environment" from your launcher settings."

When I was up there, the devs, well the game director, said that if they had an invite for last year, they would more than likely get an invite for this year. It's probably easier this way.
