There's like... a ton of DLC and a new chapter and another new one coming out soon. If you're complaining about lack of things to do 'end game' in ESO then idk if there's an MMO for you my dude.

Old tired dungeons and boring same old mechanics for trials on top of a very unbalanced pvp setup. Is the game dead?
Yes neat graphics, not many load screens and a hot bar battle system are all great things. I think eso did good but end game they absolutely stink. The best they could come up with is battle grounds and that turned out to premade power houses vs potatos. Its brutal
Also this whole stamina/magicka divide is just aggrovating. What a money grab!?!

PVE is still kinda lame when it comes to mechanics. It is stupid easy unless you are in vet trials or vet DLC dungeons. Even then it is just learning the mechanics to beat it.
PVP is still fun, No more AOE caps so you never really feel helpless like you used to when out numbered.
Balance has reached a pinnacle. Only people who Don't know what they are doing will say its unbalanced. Somethings are super strong 1v1, but completely worthless in open world (Zaan) other things are OP open world but usless in a 1v1 setting (earth gore)
class balance is amazing right now, Only minor tweeks are needed to make balance even better. But very minor tweeks at that. In the NA legend weekly dueling tournaments all classes and specs (stam and magic) show up and compete pretty closely. Only a few classes over perform with very specific build set ups.

Your position is flawed.
(I mean, seriously - there's lots of games out there that I don't like... and they've got plenty of players and are going strong. Me not liking their gameplay/genre/style doesn't make them 'dead' games.)
Population isn't down, the game appears to be quite populated to me, often so much, that I log out to play at a later time, when not that many are all over the place and I can do a quest without the enemies all dead already. So from my personal experience it is very busy and there is not an end to ESO for years to come. Maybe "end game" is a bit stale, I don'T know, because I will never get any near to it. To me ESO is enjoying the game world with mostly blue gear, a few pieces purple and for this "average guy" gameplay ESO is fine as it is. I don't care about the "elite", because those are just a few percent and guess what?- the game is mainly made for the 95%, who will not become elite anytime soon if ever. Those guys who do not consume a region within a couple of hours, which took many months to create - this is the lasting population long term.

Population is down. One day you will have all the gear and achievements you wanted. At that point you will have a good hard look at what eso has to offer. Its not pretty.
