If the extra 20% Regen was not the same you got from pots, that would make it a lot better.

No, steel tornado is better because of the range. If anything the scaling damage from the base skill ought to be doubled for whirling blades, to 200% and everything else remains the same, so you have half the size of the aoe, less actually, as 5 meters circle is 78 meters covered and 9 meters is 254 meters covered for steel tornado, so you have to choose between 3 times the size and double damage or same size and triple damage.

No. Steel tornado is the Superior morph in both. But all your suggestions would not make whirling blades better then steel. Mine would make whirling blades more viable, it would do more damage, at least 1/3 more then steel tornado, so it would be more attractive in pve but less in PVP because you can't really stack people like pve mobs.

Whirling blades isn’t that bad in PvP, my gripe with it is that the animation feels a little syrupy and not snappy like steel tornado. But for running in and spamming a group of people whirling blades works very well, the low cost and regen are a big boost. If you make it more powerful it will be come the obvious choice as it already has the above mentioned advantages.
