Armor pieces I crafted are lvl 1.
How can I craft/improve higher lvl gear?

    Click the + next to the material to increase the level of what you're crafting. Tier 1 mats get you to level 14.

    Yep.

    And you can improve that item, the level stays the same, but the bonus armor goes up AND it's appearance gets improved.
