Its on PC. IDC about whether it is right or wrong that is not what the discussion should be about. It is about the enforcement of rules. This guy has been reported by sooooo many people but nothing has been done and then others are reported for saying something else and they get a warning/suspension.

More often, I'm reporting certain names with a note like "Is this appropriate?" and figure ZOS can decide whether or not something needs to get changed.
Whenever I start playing a new MMO, first thing I do once I log into the world is look to see if there's a way to disable /zone chat.
With how this thread has gone I can see why ZOS has problems consistently enforcing a ban, I bet for every act that actually needs a ban ZOS has to wade through 1000 inane reports like "Oh he used a curse word, ban him!" "Oh his name is farts-in-water, ban him!" "Oh he's not wearing any pants, ban him!"
If someone is harassing you or threatening you, then that person should get reported and banned. But I highly disagree with reporting everyone and their mother because they did or said something that you found offensive.
People need to learn that the world does not conform to their views and that there will be things they find offensive that others do not. More so people need to learn when to report something and when to brush something off, but wisdom is not something easily learned.

Its not that hard, if people would actually read the TOS and Code of Conduct we all say we read and agreed to.

Even for those, like me, who bothered to actually read it, it's hardly comprehensible and even if it was perfectly worded, it would leave a lot up to interpretation (just like any law).
With so many different social categories, cultures and generations gathered in one community, it's IMPOSSIBLE to clearly and objectively classify words or behaviours as "offensive" or not. And it also depends highly on the context.
So no, sorry, it is very hard. Impossible, even.
