OK..lets have characters lugging around 12 shopping bags while they are out venturing on quests and such

I'd like to say you're wrong... but that was exactly my first thought.
It's some asset load in issue. No idea what's causing it. I think it first appeared with Morrowind, maybe before that a bit.0
