Yes, the standard bag has not rendered on players since the ESO+ bag of holding came out. It looks funny!
Sometimes my crafting utensils don't show either, I'm stirring in mid-air, or hammering with no hammer!

I don't believe you. I have done enough research and bug testing on 7 different GPU's and this is confirmed. 100%

They render fine for me, and three others in my household that play, on 6 different machines.
These are the machines i know the spec of:
Primary Desktop:
i7 7700k NV1070 8GB, 16GB 3200mhz memory, 1x 2TB Hybrid, Win10.
Secondary Desktop:
i5 4760k, NV960 2GB, 16GB 2333mhz memory, 1x 2TB Hybrid, Win10.
Laptop:
i3, NV780m, 6GB memory, 1x500GB HDD, Win 7.
Housemates Desktop:
i3, ATI Radeon HD 6770 series graphics, 8GB memory, 1x 500gb HDD, Win8.1.
I don't have a clue what the other two reprobates in my house are using in their machines, all i know is they complain a lot about lag hehe.
Now, harvesting tools, and crafting tools sometimes disappear for me though.
The standard backpack does not render but the Crafting bag does. Perhaps it is on players who have gone from ESO+ back to no sub and the replacement of the bag does not happen again?
Crafting tools such as the hammer don't display on my Orc reliable but they do so on my other characters. The Orc is quite large so perhaps he crushes it in his fist?

Good theory it may be true, but just to throw this in I have never applied for the subscription and I suffer from this also.

Might be a bug on the people you are seeing, effecting you. Ie they're bugged so it doesn't render for other people.

Hmm now that you mention it my Orc has the Heroic personality on while my other characters don't have any. Perhaps that is the cause of the hammer not showing. Will try removing it tonight and see what happens.

Because some 2H weapons as well as shields are rendered on the back of the character there's really nowhere to put a backpack. Also a backpack won't really suffice to put that 5' stick or 4' maul IRL.
