Vivec City sees considerably less traffic than Rawl'kha and the base game capital cities. It's currently a top-5 trader location, but it really should be top-2 (it's set up better than Mournhold, Wayrest, and Elden Root). There are definitely still people who haven't bought it.

Not everyone will buy it. Rawkla is base game. Wayshire is not close enough to stations and guild traders and stables. We still have people in craglorn doing writs. People are creatures of habbit. At most it just moves population a bit.

Reapers has been in game since day 1, we should probably know that by now after 4 years

For stable master, a gryphon mount stable master would make sense since that part of the city is too deep for a horse stable master and the mountain side would make for a good perch or gryphon stable tower and would be convenient and cool

visuals might play a role in it too, vivec cities place is in a construction zone, if it was in a canton it might have seen more traffic
