Summerset is the perfect opportunity to do this as the altmer face constant naval threats from both the maomer and the sload. We can even tie this in and have this drop in chests in summerset just like arminger (but not in the same ridiculous drop rate please). I really want pirates to have cutlasses (no not scimitars that the redguards have) and pirate hats that I can have in my wardrobe, esp bandanas and those awesome other cool looking pirate hats

✭✭✭✭✭There were pirate outfits added with Thieves Guild. Those got rotated out about a year ago, and have even shown up in the crown crates since. But, there are pirate outfits available.
Also, maybe it's just me, but the Mercenary motif has a very pirate vibe.0 -
