Summerset is the perfect opportunity to do this as the altmer face constant naval threats from both the maomer and the sload. We can even tie this in and have this drop in chests in summerset just like arminger (but not in the same ridiculous drop rate please). I really want pirates to have cutlasses (no not scimitars that the redguards have) and pirate hats that I can have in my wardrobe, esp bandanas and those awesome other cool looking pirate hats
