Usually I just kill the NPC's near the flag but don't take the flag, they don't respawn for another 5 or so minutes, so it gives me time to do the quest. It doesn't flag the map as being under attack either, because I'm not taking the flag, and the fight didn't last long enough to mark it, so no one knows unless they go there.
The dailies in the towns are there to incentivize people going there and in the best case PvP in the process. It would defeat the purpose if the quest givers where totally detached from the town.

I don't know a single PVPer who is like "lets take this town to do quests!" unless the campaign is dead af and nothing better to do.

Well, now you know one!
I always prioritize taking bruma if it is not blue, because as an exlusively solo player, that's something i can do on my own, and it prevents a whole enemy raid respawning in our backyard.
And while i'm there, i might as well do the quests - its relatively effortless 10K gold, and there might be some enemy players to fight as a bonus.

But you take the town for EP for PVP purposes and patrol it and do quests as a side to pass time. If there were no quests, you would still take it. If there was no town to take (as in before towns were able to be claimed) would you still go there to do quests? or would you go and do PVP things?
The true motive of the player is what I am getting at.
all I know is that ad got screwed when they added the towns for capture we have two of them close to are home keeps while dc and ep has one the entire capturing towns thing wasn't well thought out and should either be reworked or removed all together chorrol or cheydinhal should be the other towns

Cropsford is just as close to Drakelowe an EP home keep as Valas is to Brindle.
Problem is you AD want to think Drake is yours. lol

In my book, everything from Altadoon to Dragonclaw is an AD home keep
