Can someone please explain what Empowering Chains will do now?

I've watched a few of the new videos concerning the upcoming changes... but I still don't understand what Empowering Chains will do. I keep hearing that it gets two stacks of Empower...

Does that mean that if Empower makes all light attacks deal ### more damage for twenty seconds... it'll deal ### extra damage on light attacks for forty seconds?

Or does it mean that all light attacks will deal ###(x2) for twenty seconds?

Empower now increases the damage of your next light attack by 40%.

Chains gives two stacks, so it will increase the damage of your next two light attacks by 40% (probably within a short time period, like 5-10 seconds).

...but... that's... kind of lame.

Perhaps they should revisit this ability and give it some sort of different buff/debuff.

IE: Minor Vulnerability to the target for 5 seconds.

Remove gap closer. Its too goofy and doesn't fit the DK theme. And if its gone, we can add proper snare immunity on wings and there won't be any DK OP mobility claims.

I love chains on my mag dk, but the clunkyness of the ability is.....problematic.
