If staves and two handers now count as two set bonuses, Master Staves need to have their magica bonus returned to them otherwise they were relatively nerfed...

No i dont think so.
Sword and shield and dual wield is a 2 piece set atm (msa, master and as weapons) and donr provide any further boni. Same will happen to bows, 2h and staves. They will stay the same, counting as a 2 piece set.

The asylum/master/vma weapons will probably remain unchanged. Bear in mind that 1h/shield and dual wield from those sources require both items to be equipped to get the same bonus that a staff, bow, or 2h already gets with one item.

AFAIK, the playtesters all said that no changes have been made to the weapon sets (Maelstrom, Master, Asylum).

I caught a bit of Gilliam's livestream earlier, he stated that from their test parses, for example, the Maelstrom bow/staff backbar was still BiS in PVE, but these new changes with 2h counting as 2 items will effectively reduce the gap between endgame players and players who have not net acquired the Maelstrom weapons. A good change IMO.

Bear in mind that this is still very early, so there might be some changes to weapon sets during the PTS period. Overall though, I don't think that weapon sets are going to become obsolete suddenly. Just a little more viable for players who do not have them (yet).

Transmuted Elf Bane Jewellery plus Inferno Staff, and they can stack it with Sun/BSW and Zaan.
