The damage is getting nerfed, not the damage reduction.
I see it working similarly to shields on Magicka builds in that it'll be a more situational cast. Stam DPS will cast it on occasions when AoE damage is high.
In PvP the speed morph is pretty much always preferred. In PvE, the damage is still there but its mainly available for the 25% damage mitigation rather than max dps. That's probably the vision for this skill - sounds good to me.
Just saw in Woeler's video that the damage reduction on Deadly Cloak will be getting nerfed. I can understanding the reasonings behind the change, but let's be real, Deadly Cloak is one of the main reasons BAD stamina DPS are able to stay alive in raids. I pray that it will not be overnerfed -- as someone who mains a stamsorc and is trying to get geared for serious endgame, I don't want to go back to the days when stamDPS were the redheaded stepchildren of raids due to not being able to survive.
Yep, reducing the damage of the skill.
(TTBT, it was somewhat overperforming for a defensive ability.)
