Their is a speed cap in the game. Take an orc stam sorc for minor expediton, add in major expedition from something like cowards and you will hit it. If you add Fiords, it won't go any more. Actually, you may not even need the orc passive to hit it.

One infused will make up for the DMG lost on the arcane trait. You'll get 303 cost reduction or 267.2 mag Regen on the infused which will let you run 3 DMG enchants. Some of us had been running 2 Dmg 1 Regen so you'll be swapping that last Regen for 170 SD. 170SD times 10 is around 1700 mag. 1700 mag is 2 arcane traits.
Need to test though; but running one 10% movement speed would be a good meathod. Assuming you get your Regen from other skills as well.

You know; not quite sure. Thinking about it, sprint is a big part of the speed in my example. The boosts would probably put you somewhere in the ball park as a sprinting character without sprinting. So maybe it can get you some speed. Its a lot to sacrifice though to only maybe be as fast as a stam characters with major expedition and sprinting.
Could make magblade trolly as hell with concealed weapon and cloak.

On my Vampire Lord build (once one of Summer Sets other big additions, Staffs counting as two items, arrives) Elusive Mist will only cost 3.2k Magicka; combine that cheap cost with 60% Movement increase, the added tankiness of Mighty Chudan, and a tower to kite in, I dont see very many people being able to kill me...I certainly see myself getting out of trouble far easier than before.
So rejoice Templars...our day to be able to consistently get away is at hand.
The cost might be a bit steep (again, 2610 Max Magicka), but the ability to survive easier will be well worth it!

Swift isnt a Major/Minor speed buff; its just raw movement speed like Wild Running, so it should stack with Elusive Mist...
Now, I dont know what the movement cap is either, but on paper the following should all stack:
Swift x3 (30% Movement)...
Wild Running (2% Movement)...
Accelerating Drain (Minor Expedition; 10% Movement)...
Elusive Mist (Major Expedition; 30% Movement)...
That totals 72% Movement increase Elusive Mist...
If I were to throw on Spectre's Eye (which activates Major Evasion for 3 secs when using a Magicka Ability) to enhance the survival ability of Movement speed, then I could potentially be very very very difficult to kill...
