I used to be a monthly subscriber. Do I need to buy the game again?

I signed up to the monthly subscription release of the game in 2014 then gave up after a number of months due to many technical issues. I understand the game was revised and relaunched and is now a "pay once" game. Do I need to buy the game again if I want to give it another try? If so, is there a discount for existing account holders?
