I compiled a list of every surname and forename.
I wrote software to decompose the names into prefix-affix-suffix elements (based on common substrings and edit distance).
I selected elements that I liked a built new Dunmeri names from them.

Mine are all indigenous Americas language names. Mostly Nahuatl (e.g. Aztec) words, some Quechua. Alqu is dog in Quechua.
I don't have a very particular reason. Some MMO long ago I wanted to name a character some meaning and all the English, Spanish, French, Hindi and Chinese (languages I know to an extent) words were already taken. I work with/am friends with tribal folks and that just jumped into my mind.
Most have some meaning related to the character. Most are really not too creative ha...
