✭✭✭No you can buy just the base game and the base game is required for the chapters( Morrowind/Summerset). Right now the base game is $21 on steam. May be on sale on the ESO website as well.0 -

That $21 "base game" on Steam, includes Morrowind. There doesn't seem to be an option without. Ditto with the ESO webstore.0 -

Thats because Morrowind is free right now so its included with the base game or Summerset.0
