So, do you want to force PVP players into trials because you don't think they should get good gear from overland and dungeons?
That seems like an odd way to make people play PVE, which they currently already do to get overland gear, dungeon gear, and trials gear/weapons. Furthermore, ZOS generally prefers players to have more options for BIS gear instead of fewer.

If the game is the whole world as you say, why should I have to only get my BIS PVP from PVE trials instead of being able to make PVP builds from gear found in many places in the game? I don't think that makes sense, given ZOS' design philosophy of not wanting to pigeonhole players into a limited number of BIS sets.
It sounds to me like you want trials gear to matter more. Its a fine thing to argue that trials gear should be buffed to BIS so that more people are encouraged to run hard end-game PVE content and get rewards commensurate with the effort.
Where I disagree is that I think its in keeping with ZOS' vision to have a variety of sets from different sources that can be combined,to form many different viable, if not necessarily BIS, builds. Having PVP players use overland, crafted, dungeon, and trial gear sets to create PVP suitable builds is in keeping with that vision. When anything sticks out too much as BIS, ZOS tends to nerf it like hammering down a nail that sticks out too much, rather than buffing other sets to match. So your suggestion of making trials sets BIS for PVP might work in the short term, but history shows ZOS would take the nerfhammer to it soon enough once they weren't trying to sell the new content it came with.
