It's harmful to minors. Hormone fueled 13-16 yr olds empowered by anonymity are victims if they engage in behavior, virtually or not.

So since the parents are to be found at fault, how can they, since they had so little control of their child while online? Your own argument collapses on itself here. You say Zos isn't at fault for allowing this to happen, but legally in the real world we live in today, both parties could be charged on different charges. If you feel weirded out about the idea of maybe you ERP'd with children, that's your own path to figure out. The community this game touts is accepting, caring at times, and we should support protecting kids. Looking at this from a legal standpoint it is very ugly for all involved.

Again, minors aren't legally allowed to play this game. They are violating the ToS when they install this game and agree to the ToS under false pretenses, which is a bannable offense.
